I’m not even really a fan of Ten either, and even I was aware that there was something…off about his character. For one thing he came across weirdly as bit of a sleaze ball - which was certainly not how I remembered him. He had his issues, but being kind of womanizing was not one of them as far as I recall.
As for this right here, End of Time happens AFTER DOTD. And the fact that he just saw himself take back the horrifying decision to commit genocide against his own people is likely a factor in his joy, I’d say.He’s happy to release that burden. There are innocents on Gallifrey, which Clara pointed out to him, not just the corrupt elite who he was forced to stop. THAT is what he’s joyful about right here, he got to save the innocents after carrying the weight of their deaths for years.
I never finished all of End of Time, so obviously I’m working on half the information here, but it’s possible that his reaction during End of Time was a combo of the actions of the Time Lords in that episode and the lack of this memory, of being reminded of the innocents who became collateral, and that he needed to put their lives first.
I don’t think Eleven wanted the Time Lord’s back in TOTD either. It seemed very much like a complex choice. He wanted to find home, wanted to reach it, but he knew very well that reintroducing Gallifrey to the universe would have been catastrophic, which was what the plot of TOTD was about.
This is why I want to wait for Series 8 and the start of the quest for Gallifrey. I’m curious as to who Twelve wants to save specifically and how he wants to save Gallifrey. I have a feeling that it’s going to be a lot more difficult than a lot of people think.

Bringing Gallifrey back in EoT would destroy Earth and the 7 billion people who lived there. Gallifrey was IN THE SKY. It was either reverse Rassilon’s stupid-ass plan or murder 7 billion people. And he forgot all the events of DotD so he didn’t even remember that those people were already saved.
The top picture shows Ten terrified because the race he remembers as being brutal, vicious, and insane is about to destroy Earth (and probably kill him) to save themselves. The bottom picture is Ten being told that he has a choice he never had before, to reverse the worst thing he ever did. This time the choice isn’t between sacrificing 7 billion humans to save some really fucked up Time Lords, it’s between destroying everything or just taking Gallifrey and pushing it over there. The effects of those decisions are CATASTROPHICALLY different.
It also needs to be noted that while EoT is AFTER DotD for Ten, they happen at about the same time for Gallifrey. One of the generals in DotD remarks that the High Council was off doing their own thing– presumably pitting Rassilon’s plan into action.
Also, FUCK OFF with your “OOC” garbage. I used to love Ten, I mean absolutely head over heels adore him, and something happened, I stopped liking Rose which didn’t help, the fandom was shit which didn’t help, and I stopped liking Ten. Pretty much at all. And then I watch DotD and I remembered EXACTLY why I fell in love with Ten. He was witty, clever, light-hearted but could be dark, an absolute presence and very charismatic. If by OOC you mean he wasn’t playing the role of Angst McGee, crying about Rose and the Time War and how everything was his fault while also being insufferably arrogant, than yeah, he was OOC, but fuck you.

I’m just gonna bold that bit because TDOTD reminded me why I’d loved and been excited about Ten when I’d first started watching his era. <3
Adding on that I didn’t know that Ten finally having HOPE after carrying around so much pain thinking that he had indeed killed his own people, including 2.47 billion children was OOC. Oh, and here’s one more important detail: Ten and the War Doctor both FORGOT WHAT HAPPENED IN TDOTD. Meaning everyone who complains about Moffat doing away with the serious of the Time War weren’t listening hard enough. And all the angst is STILL THERE because the Doctor forgot what decision he’d made, and thus- thought that he had indeed- killed his own planet- so he still is hurting very much after this episode. Hell, even Eleven wasn’t sure he’d saved Gallifrey until the Curator told him about the painting’s full title ‘Gallifrey Falls No More’.
Also the majority of the Time War still happened. The Doctor still fought in it. Moffat never retconned that either. He only wrote in that the Moment, and Clara, helped him to realise that he didn’t have to destroy his own planet to end the war. /rant
